CWA Resolution #1 Ready for the Future

Strategic Industry Fund Campaign: Definition

SIF campaigns should be multi-faceted, large-scale, sustainable strategic campaigns to fight for jobs and build our bargaining power in every major industry and sector. The goals of these campaigns are to change employers' anti-union behavior and to gain support for and the adoption of pro-worker legislation and regulatory policies.

SIF campaigns must be based around aggressive tactics and an offensive strategy to win change, not merely defense in the face of employer demands. SIF campaigns must have a plan, specific goals, a detailed budget and periodic evaluation as required by the SIF rules.

The basis of all SIF campaigns must be a membership education and mobilization component. This reinforces CWA's longtime understanding that the first step to building worker and bargaining power is with CWA members.

Traditional collective bargaining campaigns will continue to be funded through the Defense Fund, using established procedures.
